Citizens Bank Head of Strategic Portfolio Planning & Governance in Johnston, Rhode Island
Ensures that the intake, prioritization, readiness, governance, and approval of technology capitalized projects across the entire enterprise is carried out in a manner that is fully aligned with the overall company strategy, expected business outcomes, and pre-established capital budget. This also includes ensuring that resource availability is sufficient to meet demand requirements of the portfolio in order to successfully execute the projects, and that project variance analysis is carried out from a performance and cost management perspective in order to ensure that projects are delivered on time and to budget.
Partners closely with executive sponsors and Portfolio Delivery Directors to have a broad understanding of all strategic initiatives across the bank.
Facilitates the enterprise wide portfolio target setting process based on Citizens Protect-Grow-Run strategy of the bank and consistent with the predetermined annual technology capital budget.
Governs the technology capital investment process including project prioritization, readiness, and starts control for the enterprise.
Facilitates the monthly Investment Board (IB) process with the CEO and other ExCo members by ensuring that all business cases are appropriately prepared, align to the strategy, and generate optimal return for the bank.
Regularly reports to executive management on the overall health status of portfolio including providing variance analysis and reporting with respect to overall execution delivery performance.
Develops accurate and consistent dashboards, balanced scorecards, and other portfolio reporting for all levels of management assessing the overall health of the portfolio.
Ensures that project and portfolio resource demand management is carried out to optimize resource utilization in order to ensure successful project execution and delivery. In addition, makes visible any potential execution risks and or contention in order to ensure that appropriate counter measures are implemented to avoid project delay and overspend.
Manages all cost accounting activities as they related to project performance and also tracks, monitors, and reports on benefits realization of the overall portfolio.
Governs Citizens’ Enterprise Change Framework (ECF) and ensures that all project stage gate requirements are met throughout the lifecycle of the project.
Manages all compliance related internal and external audit activities and ensures that these activities are successfully carried out with appropriate preventive and corrective action measures put in place to prevent, mitigate, and or remedy any findings.
Maintains and keeps current, all supporting enterprise systems and tools such as Planview and Jira which are required to effectively support the business and achieve effective process governance adherence.
Bachelor’s Degree required; Masters preferred
10+ year of portfolio and program management delivery and leadership experience.
Provide guidance and orientation to ensure Enterprise portfolio alignment to broader and Citizens objectives and priorities.
Proactively drive the intake process of IT projects through the strategic planning process.
Analyzes project portfolio for strategic alignment, value and complexity.
Engage closely with business partners to analyze new projects and provides transparency of portfolio investments.
Monitors portfolio delivery in order to determine and rebalancing needed across the portfolio.
Develops a baseline for the portfolio at the onset of every new planning cycle.
Reviews the portfolio planning results for with top Business and Information Technology leaders, facilitating the balance of objectives with constraints, conflicting priorities and facilitates trade-off decision-making that considers investment, resourcing, risk and value.
Strong financial acumen and business case development.
Expert in capacity planning and resource optimization.
Familiarity with process modeling, workshop facilitation and business analysis.
Prior experience with strategic planning end to end best practices a plus.
Competent use of Microsoft Office applications to include Microsoft Project, Excel, Visio, PowerPoint, Word
There may be a requirement for travel.
Well rounded knowledge of banking products and terminology.
Bachelor’s Degree preferred.
Master’s Degree highly preferred.

Hours per Week: 40
Work Schedule: 8:00-5:00; Monday-Friday
